Recognizing and Building Communication Rights

The Chadian Network of the Rural Organisation for Economic and Social Development (RORDES) is an non-governmental organisation created in 1984 after an unprecedented period of famine in the country when myriad rural groups came together to struggle for food security. RORDES asked for support to set up an FM community radio station in Bebalem, an area that had no radio service and where it hoped to serve with morning and evening broadcasts. With proposed diverse content in local languages radio was seen as a vehicle for information and education as well as a tool to address development issues and policies affecting the country, good governance, peaceful coexistence between the different communities, and the main instrument for social communication among the people of the area. The new equipment and the quality of the broadcasts have encouraged the local population to participate and engage more with the running of the station. The different community groups that use the station have created stronger links and have worked jointly to assigned broadcasting segments. This has created stronger links within these sectors of the community. The radio broadcasts now reach populations living as far as 115 km away, an area that covers well upwards of one million inhabitants who are now able to have access to local news and other community information.
