Nepal

Subaltern Forum is a civil society organization founded by journalists from remote areas of Nepal and working in the mainstream media. In a process of strengthening democratic accountability, Nepal is currently moving towards creating a Constituent Assembly (CA). This project aims to produce radio programmes facilitating non-violent conflict resolution in the country by awakening and stimulating marginalized people to active participation in every stage of the peace process, including the CA. To participate effectively in the Constituent Assembly process, citizens must understand the principles and processes of democracy, such as public participation in political debate and holding elected representatives accountable. Direct beneficiaries are the victims of conflict, marginalized groups, local communities and women.

This project intends to conduct civic education to convey these concepts and issues to the public, and to facilitate public dialogue about the choices to be made. Based on the information generated through analyses and consultations, the project team will develop and produce a range of electronic public education materials including TV debates. These civic education materials will focus on basic information and initiate grassroots dialogue on key national issues such as inclusion, local autonomy, human rights, land reform, and citizenship. The central focus will be on impacting the constitution writing to ensure that it is a democratic, inclusive and participatory process.
