Created by one of the Latin American champions of the 'Option for the Poor'
and Liberation Theology, the Centro de Encuentros y Diálogos (CED) is a
civil association which promotes local development processes and active
citizens' participation. This project addresses the lack of citizen's
media, which would allow participation, generate trustworthy information
and be administered by citizens themselves. Public TV and radio in the
state of Morelos are in the hands of the State and of the political
parties. Yet given that they are public means of communication their
content should reflect citizens' visions and interests and they should be a
space for information and communicating processes which significantly
contribute to the sustainable development of the state and its people. CED
intends to mobilize citizens in the state of Morelos so that they can
appropriate public media through four strategic lines of work: training of
citizens as community producers and correspondents for the radio stations;
implementation of a radio campaign called 'Let's Make Radio'; production of
40 programmes promoting active participation of the people in the public
affairs of their municipalities and the State; and 20 workshops of citizens
to draft a proposal to create the Morelos Citizens' Institute of Radio and
TV, an entity which would be responsible for the four radio stations and
the local TV channel. The project includes a request for equipment to be
used to promote this 'citizenisation' of public media by training community
correspondents to work in radio and television.
