To create, test and make widely available a people-centered communication rights index tool that can be used to gather information on the state of communication rights in any given region, country or community. This information, can, in turn, be used to advocate for specific changes in public communication policy and practice. The index will be built on clearly defined, transparent, reliable, widely applicable and comparable indicators that approximate a measure of democratic communication in specific contexts.
