€ 155,600 WACC has partnered with SECRAD and CECOPI on a 2-year project to develop a Communication Rights Index jointly with people with disabilities and indigenous people living in the Bolivian cities of La Paz and El Alto. The Index will be a tool to measure the fulfilment of the rights of these two groups with respect to education, health, employment and housing. The recently approved new Constitution goes a long way to ensure that the basis of the historical discrimination of Aymara indigenous communities as well as people with disabilities are eliminated. New rights are conferred and existing rights are highlighted by the 2009 Constitution. Yet it is important that the citizens of Bolivia have a way of measuring the full implementation of people‟s human rights. By developing and using the Index, the beneficiaries will be able to monitor local government accountability and citizens' engagement relating to education, health, housing and employment services.
