An Invitation to Civil Society Ahead of WSIS+20

This resource aims to guide civil society in developing a rights-based, democratic framework for the digital age. It was developed ahead of the World Summit on the Information Society (WSIS+20) High-Level Event in July 2025

 

The position paper responds to shortcomings WACC sees in the United Nations’ Global Digital Compact – a near-absence of communication rights, independent media, and the need to challenge the for-profit model and concentration of media and digital power with Big Tech.    

 

Taking a Progressive and Decolonial Approach to Digital Ecosystems explains what communication rights are and traces the struggle for control of the media and communication ecosystem from 1970 to the present day. 

 

Through a case study of a fictional family in rural Colombia, the paper fleshes out the difference between information and communication technologies as commodities or as public resources and rights. 

 

An 11-point call to action outlines non-negotiable principles to kick off conversation about a framework for a progressive and transformational digital society.
